About us

The Royal Commission into Aged Care Quality and Safety was established on 8 October 2018 by the Governor-General of the Commonwealth of Australia, His Excellency General the Honourable Peter Cosgrove AK MC (Retd).

The Honourable Tony Pagone QC and Ms Lynelle Briggs AO were appointed as Royal Commissioners. Mr Pagone was Chair of the Royal Commission.

The Honourable Richard Tracey AM RFD QC was a Royal Commissioner, and Chair of the Royal Commission, until his death on 11 October 2019: see the Commission's media release of 14 October 2019.

The Letters Patent for the Royal Commission, which formally appointed the Royal Commissioners, also outlined the Commission's terms of reference.

Commissioners

The Honourable Tony Pagone QC

Mr Pagone was a Judge of the Federal Court of Australia from 2013 until 2018, and was the national co ordinating judge of the Federal Court's Taxation National Practice Area. Before that, he was a judge of the trial division of the Supreme Court of Victoria and the judge in charge of the Commercial Court of that Court.

Prior to becoming a judge, Mr Pagone practised at the Victorian bar. He was appointed Queen's Counsel in 1996, and was Special Counsel to the Australian Taxation Office between 2002 and 2004. He holds a Bachelor of Laws from Monash University, a Master of Laws from Cambridge University, and a Doctorate of Laws from the University of Melbourne.

Mr Pagone is President of the International Association of Judges, a co-opted member of the Governing Council of the Judicial Conference of Australia, and a professorial fellow at Melbourne University's Law School. He was for four years the President of Co.As.It (a non-profit organisation for Italians and Australians of Italian descent), and is Chair of the Council of Graduate House at the University of Melbourne.

Ms Lynelle Briggs AO

Ms Briggs was CEO of Medicare Australia and served as the Australian Public Service Commissioner for five years. She is a non-executive director of Maritime Super and Goodstart Early Learning, a member of the Aid Governance Board for the Department of Foreign Affairs and Trade, and is chair of the General Insurance Code Governance Committee. She was Chairperson of the NSW Planning Assessment Commission. She has served on the boards of the Australian Rail Track Corporation and the Royal Australian College of General Practitioners, and conducted reviews for various government agencies and Ministers.
